Reaction meme: Lucyfer

I remember finding this when I was first looking up the reaction meme before I had an account, and looking at this now, its still funny as hell.(You see what I did there?).

But I do have a question about what she says in the second panel, if you don't mind me asking.
What does she mean by her being the only one who can read English and the whole fainting in the middle of the store thing? Is she referring to another character or just being sarcastic? I'm unfamiliar with the character, so that's why I'm asking. Also, is she gay or just a "tomboy"? Just curious.
